From 22 July 2027, moving or brokering controlled waste in England falls directly under the Environmental Permitting Regulations (EPR). If your Upper Tier registration is due for renewal after July 2027—or if you currently hold a Lower Tier registration and carry construction and demolition waste—you will need to secure a formal Environmental Permit to stay legal on the road.
At Southwest Environmental Limited (SWEL), environmental permitting is our core specialism. We take the paperwork off your desk so you can focus on running your vehicles and servicing your clients.
Why Is the System Changing?
Historically, the Environment Agency had limited powers to refuse or revoke a Waste Carrier Registration, allowing rogue operators to undercut legitimate waste businesses. By bringing carriers, brokers, and dealers into the Environmental Permitting regime, regulators are introducing:
Stricter Operator Vetting: Mandatory identity, financial, and relevant conviction checks for company directors and key personnel.
Demonstrable Technical Competence: Every permitted operator must prove technical competence via the CIWM-operated Controllers and Transporters (CaT) scheme.
Driver & Vehicle Traceability: Operators must issue a unique driver identification number to every driver carrying waste under their permit, and permit numbers must be clearly displayed on vehicle livery and advertising.
What Is Included in a SWEL Permit Application Package?
Unlike the old 5-minute online CBD form, a "Duly Made" environmental permit application requires supporting technical documentation. Our consultants provide:
Scope & Tier Assessment: We audit your waste streams, EWC codes, and sub-contractor arrangements to ensure you apply for the exact permit tier you need—preventing over-payment on application and subsistence fees.
Bespoke Environmental Management System (EMS): Under the Environmental Permitting Regulations, you must operate in accordance with a written management system. We write a practical, plain-English EMS covering waste acceptance, rejection protocols, spill response, driver ID tracking, and record-keeping.
Competence & Application Submission: We guide you through the CIWM competence booking process and submit the full application package to the Environment Agency on your behalf.
Transitional Timeline Management: Upper Tier holders must apply at least 3 months before their existing registration expires. We track your deadlines so your fleet never faces downtime.
